Felix William Lowe, a resident of Delaware, passed away October 7, 2018 at the age of 86. He was born February 11, 1932 to Otis Lowe and Cynthia Mae (Morris) Lowe in Hartman, Arkansas.Memorial Services will be held at 11:00 a.m. Saturday, October 27, 2018 at Watova Full Gospel Christian Church.
