Frances was a supervisor for the City of Tulsa, Water and Sewer Department for more than 40 years.
Frances is survived by her children, Paula Clark and her husband Mike, Vicki Wheeler and her husband Tony, Beverly Dowell, and Robbie Dowell; grandchildren, Beau Clark, Kyle Clark, Cassie Newell and her husband Justin, Ty Wheeler and his wife Bailey, Whitney Wheeler, Scott Deo, Cole Deo, and Abbey Breshears; ten great-grandchildren; sister, Claudine Bates; and numerous nieces and nephews. She is preceded in death by her husband Bobbie Dowell, and grandson, Cody Clark.
The memorial service will be at 12:30 PM, Monday, January 8, 2024, at Floral Haven Funeral Home Chapel.
