Olivia and Cecil were our neighbors for many years. Eccentric, yes, but she was also full of kind gestures to us and our visiting grandson. Her adoration of her dogs endeared her to us as dog lovers. Any time a neighbor was gone from home, we knew our house was under her watchful eye.
