LTC Thomas D. Mansur, USA (Ret.), died on May 13, 2026, from service-connected causes. He was born on October 15, 1946, in Vinita, Oklahoma, the third son of Cline and Betty Mansur. He was raised in Tulsa, Oklahoma, a city he loved and proudly called home throughout much of his life.
Tommy was a devoted husband to his beloved wife of 57 years, Cindy "Mo" Mansur, and a loving father to his daughter, Andrea. He was a cherished grandfather to his grandson, Ewan; a brother, uncle, mentor, and friend whose wisdom and guidance touched countless lives.
He was preceded in death by his parents, Cline and Betty Mansur; his brother, John Mansur; and his brother, Laurence Mansur.
Throughout his life, Tommy answered the call to serve others. A graduate of the University of Oklahoma, he commissioned out of OU in 1969 into the Army Corps of Engineers and later deployed to Vietnam as an individual augmentee from Ft. Sill, OK. His distinguished military career spanned more than two decades, culminating in his retirement from Battalion Command of the 20th Engineers at Fort Campbell, Kentucky. His favorite assignment was with the National Security Agency, and while his military decorations were many, his most cherished was the Legion of Merit.
Following his military service, Tommy returned to his beloved Tulsa, where he worked alongside his father, Cline, at the family's engineering firm while earning his MS degree in Environmental Engineering from Oklahoma State University. His commitment to public service continued as he served as a Tulsa City Councilman and later dedicated ten years as the City Engineer for Ardmore, Oklahoma.
A devoted Christian, and lifelong member of the Church of Christ, Tommy sought God first in all he did. His faith guided his decisions, shaped his character, and inspired his commitment to serving both his family, community and country. He lived his beliefs through quiet acts of kindness and humble leadership.
Whether in uniform, in public office, or in his engineering career, Tommy led by example. He believed in service above self, valued hard work, and took great pride in encouraging and mentoring others. His thoughtful counsel and genuine concern for people left a lasting impression on all who knew him.
Tommy is survived by his loving wife, Cindy "Mo" Mansur; his daughter, Andrea Tabor andhusband, Doug, of Fair Oaks Ranch, Texas; his grandson, Ewan Tabor, of College Station, Texas; his brother, Brent Mansur and wife Vicky, of Tulsa, Oklahoma; his sister-in-law, Marcy Knowles, of Tulsa, Oklahoma; and many beloved nieces and nephews who, by God's grace, are too numerous to name individually but deeply loved.
Tommy's legacy is one of faith, service, leadership, and love. He served his country with honor, his community with dedication, and his family with unwavering devotion. The example he set and the lives he touched will continue to inspire all who knew him. He is already painfully missed.
